They could be running into the spammers that we've muddled through... I know I thought about shutting down the board several times durring high-spam periods.

Yep, it's difficult for sure dealing with all of the spammers. Even manually validating them, it's often difficult to tell who's a spammer and who's not. Often it's just a best guess.
