Well, I was bored so I decided to make a cheap skimmer :D And I mean really really cheap. Well here goes.
Items needed:
1. A bottle (soda and small neck= less trouble)
2. 2 plastic cups
3. Aerator tubes
4. A Red Sea Berlin Air Stones

5. And air pump and some tubing.
First clean off your bottle, So it won't kill your fishes :P
I'm using a big neck bottle from a dr. pepper bottle.

Cups that I used.

Next. (skip if you have a small neck bottle.)
Cut one of the cup, so it is easy to fold into a funnel shape.

Make sure the funnel just sits on top of the bottle. Then tape or glue the top together. I used aquarium glue and tape to do this.

After this is done, Take the other cup, Which is going to become the collection that is going on the skimmer. Poke a hole close to the bottom of the cup and stick the tube inside. Have only about 2 millimeters sticking out in the cup. The cup is not bale to be tooken off since it is glued on, So that is why a tube is required.

After that is done use a Cut-Off Valve so you can make sure water dont leak out of the collection cup. When full, open the valve and suck into a bottle or whatever.
I didnt have one on my skimmer yet, I'm still going to go buy some.
After the glue is dried put the cup and the skimmer together. It should look something like this.

After this is done, Cut about a 1 square inch so it is able to stick the Red Sea Bubble thing in to skim the water. DON'T Completly cut off the square inch. Leave one side so it can fold.

Then stick the Red Sea Berlin Air with the tubing line attached to it in there. Attach it to you air pump and TAH DAH Your very own cheap skimmer. :P
Sorry if this doesnt work for some people. It may look bad but it might work, Saves ALOT of money. Total of only 10 dollars for all of these :D
